Baltimore People Search

A Baltimore people search connects you to court records, police department files, and public databases across Maryland's largest city. Baltimore is an independent city, meaning it operates outside of any county. The Baltimore Police Department handles its own records, and the Baltimore City Circuit Court manages case files separately from county courts. You can search for people using the state Case Search portal, request reports from the police department, or check free Maryland databases. This page covers each option for finding people records in Baltimore.

Baltimore Court Records People Search

The Maryland Judiciary Case Search is your best free tool for a Baltimore people search through court data. The database covers the Baltimore City Circuit Court and District Court. Search by party name, case number, or date range. Results show party names, city and state, case numbers, partial date of birth, charges with statute codes, and case outcomes. The system uses exact name matching. Add % at the end of a name for broader results in Baltimore.

Because Baltimore is an independent city, its court records are separate from Baltimore County. This matters when you run a Baltimore people search. Make sure you select the right jurisdiction in Case Search. A search under "Baltimore City" will not show Baltimore County results and vice versa. The Baltimore City Circuit Court handles all circuit-level cases for the city.

Case Search shows case data but not the full court documents. To get copies of pleadings, orders, or filings from a Baltimore case, you need to visit the courthouse or use MDEC kiosks. Under Maryland Rules Title 16, Chapter 900, most court records in Baltimore are open to the public. Juvenile and expunged records are sealed.

Baltimore Police Records Search

The Baltimore Police Department runs its own records division at 601 East Fayette Street, Baltimore, MD 21202. The main non-emergency number is 410-396-2525. The records division number is 410-396-2457. Baltimore is one of the few places in Maryland with a fully independent city police force, which means all records requests go through BPD directly.

A key thing about Baltimore police records: there are no standardized initial fees. Do not send prepayment. The department looks at each request and gives you a cost estimate before filling it. This is different from most Maryland agencies that charge a flat rate. The PIA Representative is Wayne Brooks at 410-396-2495.

The Baltimore Police Department website is shown below. It is the main online hub for BPD services and records information.

Baltimore Public Records Access

The Maryland Public Information Act (General Provisions Article §4-101 et seq.) covers all Baltimore city agencies. Under §4-103, any person can request public records. No reason is needed. The agency has 30 days to respond under §4-203. An acknowledgment should come within 10 working days. Complex Baltimore requests may get extensions.

The first two hours of search time are free under §4-206. After that, fees are based on the scope of your request. Under §4-315, accident reports carry a 60-day privacy window limiting who can see them. If your Baltimore records request is denied, appeal to the Public Access Ombudsman at (410) 576-6310, then to the PIA Compliance Board, and then to circuit court.
